Rùvèqtuy̼ Se (Rùv /ˈɛqtuj̼/ [leader] [center]) is a subtropical Town located in Dewldthånblolz Hold, Hievvàníhg Provence, within the Dalandic Empire.

The name Rùvèqtuy̼ Se is derived from the Tauric language, as Rùvèqtuy̼ Se was founded by Kthilêm Hamshaw Cox, who was culturaly Tauric.

Climate

Rùvèqtuy̼ Se has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 23°C (73°F). Rùvèqtuy̼ Se receives an average of 137 cm/y (53 in/y) of precipitation, most of which comes in the form of rain during the spring. Rùvèqtuy̼ Se covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5650 m (18536 ft) above sea level.

Overview

Rùvèqtuy̼ Se was founded durring the early 18th century in late spring of the year 1710, by Kthilêm Hamshaw Cox. The establishment of Rùvèqtuy̼ Se was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Rùvèqtuy̼ Se's construction back out of the project. Kthilêm Hamshaw Cox pushed on reguardles, and Rùvèqtuy̼ Se was finished, but starts off as a terible place to live.

Rùvèqtuy̼ Se was built using the conventions of Tauric durring the early 18th century. Naturaly, all settlmentss have their own look to them, and Rùvèqtuy̼ Se is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Rùvèqtuy̼ Se is buildings are arranged arround a network of premissive flagstone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town emploies a series of defencive earthworks and fences to provide minimal protection against wild beasts and smaller groups of intelegent foes. Rùvèqtuy̼ Se's somewhat suffishent are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

A look around Rùvèqtuy̼ Se makes you worry someone might stab you in a dark ally for your boots. It’s not filthy, or dark, but the smiles seem strained, the locals seem to glare daggers in eachothers backs a little too much, and everyone is armed at all times. You may want to keep an eye on your valuables, and make sure you don’t wind up in any position of power.

Rùvèqtuy̼ Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Rùvèqtuy̼ Se's public wards, blessings, and other arcane systems.

Rùvèqtuy̼ Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Rùvèqtuy̼ Se's natural decorations nor waterways.

Rùvèqtuy̼ Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Rùvèqtuy̼ Se's town hall was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.

Due to the actions of local Kami, autumn is short in Rùvèqtuy̼ Se.

The Thoqqua near Rùvèqtuy̼ Se are known to be almost tame, such that they can be put to domestic use.

Rùvèqtuy̼ Se's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves creating small tokens to channel Transmutation energies of tier 3 via oratory performances.

Old patterns of authority and wealth are being disrupted, and the old gentry are unlikely to be pleased about it. They may be trying to take over the industry, or they may have been the ones to enable it in the first place and are using it to crush the life out of any rival power bases. Outsiders might be playing a major role as well, and it could be they plot to siphon off the profits.

In time immemorial, reportedly some time during the early 2nd century the Heartache Range, an iconic vista located neare Rùvèqtuy̼ Se, proved to be volcanic when the range erupted. The eruption was isolated to the area around Rùvèqtuy̼ Se, which was swallowed in ash, lava flows, and pyroclastic gasses. Rùvèqtuy̼ Se lost 121 people, 124 livestock, and 66 buildings in the disaster. The event is forever remembered as the Day of Heartache's Wrath.
